Even if a startup is asking for help, they must have own resources which can evaluate the delivered quality.
I also frequently see arrogance like "Even without a respectable brand name, we can top all well-off market players.", without knowing laws, culture, user needs, reasonable efforts and upcoming trends.
Often startups are not well staffed. The manager positions are the first occupied. There are managers of hype, managers of disruption, managers of buzzwords and directors of shiny new things and chief of over-promise and that's all.
