Well the community seems not interested in such an app if we look at the comments. In an ordinary jurisdiction we don't want to publicly pillory someone until a guilty ascertained.
A German app offers to rate drivers (fahrerbewertung.de)? It can easily used to denounce someone.
It makes a huge difference if you rate a hotel, a restaurant, a product, a dealer or a person, who can not defend himself by submitting a counterclaim.
But what about rating runners? Who was your favorite runner in 2017 Tell me and I not it down here in the table.

I am making a list and check it twice. We will find out who was fabulous. All runners are invited to rate. We rate when you're sleeping and we rate when you're active.
