China - First to EV market


"China was by far the largest electric car market in 2016, with 336 thousand new electric cars registered." (iea.org - Global EV Outlook 2017).

China won clearly the "First to market" award thanks to
  • ignoring mineral oil lobbyists, 
  • setting up of regulations in their country and
  • the need to improve air pollution.
It would be exciting to see their strategy to win the "Premium quality" and "Security" awards also in future. I assume this would be achieved by
  • investing huge amounts of money,
  • purchasing foreign specialists and
  • copying existing western technologies.
Or am I wrong?
