"China was by far the largest electric car market in 2016, with 336 thousand new electric cars registered." (iea.org - Global EV Outlook 2017).
China won clearly the "First to market" award thanks to
- ignoring mineral oil lobbyists,
- setting up of regulations in their country and
- the need to improve air pollution.
- investing huge amounts of money,
- purchasing foreign specialists and
- copying existing western technologies.
