People like rating but not rating people

Peeple is an app for rating people. Was your neighbor too loud last night then rate it. Is your friend a 5 star person or does he or she earns only on star?

Well the community seems not interested in such an app if we look at the comments. In an ordinary jurisdiction we don't want to publicly pillory someone until a guilty ascertained.

A German app offers to rate drivers (fahrerbewertung.de)? It can easily used to denounce someone.

It makes a huge difference if you rate a hotel, a restaurant, a product, a dealer or a person, who can not defend himself by submitting a counterclaim.

But what about rating runners? Who was your favorite runner in 2017 Tell me and I not it down here in the table.
